how do you make a server(wrong term perhaps?) and does it cost money.

Depends.

Technically if you have the bandwidth, you can host your own.

Most sites cost ~$3-4/month fo every 10 users. (varies by provider)

Entirely depends on the site. Some may/may not accept paypal or other forms of payment. Usually credit card though, yes.
