what are you pinging and how much does it jump?
If you are pinging your default gateway, and your ping is not < 10 ms, and your friend's is, then you might have a NIC problem, or driver issue.

are you using the correct speed of cable? or maybe you have yours set to 10mbps instead of 100? or are you running wireless?

hmmm im not sure, im not using wireless, .......... im basing all the ping stuff off of counter strike and battlegrounds, my friend keeps a steady ping, and mine is all over the place. i will try a different cat5 cable.... how do i tell if its set to 10 or 100, my router doesnt have different colored lights or anything to tell me.

Control Panel --> Network Connections --> double click on your NIC
In the 'Connection' box, you'll see 'Status', 'Duration', and 'Speed'.
The speed should say 10 MHz or 100 MHz if you're hard-wired.

So this is happening from the game console, and not true pings from a ping utility?
You said both of you are behind a router, so I assume you have private IP addresses, and the router is NAT'ing to a single public address from your cable/dsl company.
Some games have trouble with this. RTCW had this problem, and you had to do a +set net_port 27961 on the second computer in order for both computers to be able to play on the internet (first computer, by default, had 27960).
Not sure about Counterstrike, or other games, but this may be the problem.

set up both PCs.
Open up a DOS window on each PC.
Ping your router from both PCs (Linksys is normally 192.168.1.1)
Check the results. All of your attempts should be < 10 ms or so since that router is local.
If yours fluctuates or is significantly higher than your roomates, check your NIC settings to make sure that they are = to your roommate's.
