I think it means Person vs Environment(computer enemies) and Person vs Person (fighting against other users).

Correct me if i'm wrong but i think that's what it stands for.

From what I understand is that there will be areas that will allow for PvP action. I'm really looking forward to this game. I have not played a MMOG since UO many moons ago.
