I recently formated my hard drives, installed windows me,
and also the new version of AOL. (8.0 Plus I believe) I
have been unable to signon to my AOL since the format took
place. When I have attempted to use AOL, I have tried
adding my modem using the express method and also the
expert method to no avail. I always receive the same blue
screen, with the same error message.
Error: 0E : 0028 : 0000000C
I have no idea what the above means and/or how to fix it.
I have looked online on the microsoft support pages and
also at other tech. support websites. Again, I have found
no solution. Can anybody provide some much needed
assistance?
Thank you in advace for your time.
PS: Packard Bell Mulitimedia 820
300 mhz. Celeron
96 megs. of edo ram
windows me
windows says that the modem is ok
PPS: I don't need to hear how much the above comp sucks, aol sucks, and/or that dialup sucks in general LOL. It is my mom's computer for typing and I decided to "fix" it for her early this past month, and it's been like this ever since.

try uninstalling/reinstalling your modem via device manager, if your modem checks out fine, then i suggest contacting AOL support, thats what they're there for (and what you're getting ripped off for ;))

The funny thing is this....I don't exactly know what kind of modem I have installed and don't know the exact drivers to download for it. I have the newest general drivers installed from lucent. (i recalled that they worked before) Maybe this is the problem? Windows claims that the modem is installed and running properly. Besides that....I already called AOL tech support and they gave me a list answer. Not helpful in the slightest. Anyone have ideas?

dude call AOL support back and demand to talk to someone until your problem is resolved! you are paying good money for them to help you, as well as for their product, so if you cant use it then why pay? tell them that if they dont help you there are 2103958 other dial-up providers you can use and you wont mind switching. that should get their attention ;)

Is your modem listed under device manager nad If so what kind does it sya it is? For most modems using the Standard 56K Modem driver that Windows comes with is good enough. Also since it is an older system make sure that the new versions of AOL do indeed work with WinMe. If its says WInXP then it wont work on older machines.

Scratch the version idea. 8.0 does work with that system.
Download this nifty little free utility...
http://www.sisoftware.co.uk/
Run the appropriate program and it should tell you all kind of things, including what modem you have. Then, google for the appropriate drivers...
My first instinct is to recoil in fear at what you have gotten yourself into. I must make jokes about your foibles! But then I thought "That's not very helpful. I should let others, who may actually be helpful, answer his questions." Lucky (?) for you, I have overcome my sensible thoughts and made this amusing (?) observation:
(snip) installed windows me,
Mistake number one. Self-explanatory.
and also the new version of AOL. (8.0 Plus I believe)
Mistake number two. Also self-explanatory. I believe they are on version 9.0, not that it matters 'cause its still AOL.
(snip)
PS: Packard Bell Mulitimedia 820
300 mhz. Celeron
Mistake number 3. I had a Packard Bell computer once (Pentium 75mHz). It == suX0r.
(snip))and I decided to "fix" it for her early this past month (snip).
Mistake number 4. And the worst of all...
And now, back to the helpful posts...

Do a simple modem test before changing out all the drivers.
Pull up hyperterminal (start->program files->accessories->communications; if its not there go to add/remove programs->windows setup and install it).
When it prompts you, put in a random number and select the proper modem.
This is test one; your modem should be in the list if the drivers are properly installed.
Hit the dial button the the cancel button immediately afterwards. We'll dial a real number later.
When it cancels it will bring up a screen with a cursor allowing you to punch in modem commands.
Type in the following (not case sensitive):
at&f [press enter]
atz [enter]
ati3 [enter]
If the modem works properly this will bring up information about the modem itself. The next step is to test the line and dialing capabilities
Type "atdt" followed by a local dialup number (ex. atdt1234567)
If all goes well it will dialout and connect to a remote server and prompt you to login. If so, there's nothing wrong with the modem and the problem lies in the AOL software.
If you do get a problem we'll take it from there.
P.S.
The easiest way to identify a modem is to open up the case and look at it.
Many brand name companies will silkscreen their model number on the circuit board. If not you can identify the controller chip itself and find reference drivers for such.

Boot to Safe Mode by either pressing F8 during boot, prior to the Windows Logo Screen or by holding down the left ctrl key during boot.
Once in Safe Mode, right click My Computer icon, choose Properties.
Go to device manager tab, scroll down to Modems, remove everything listed there (if there is a modems, most likely not) next, check for Other Devices, that is where it will show up most likely, Remove everything under Other Devices, you might have a few things there unless you have all the other drivers installed for all the other devices.
Shut down computer, take modem out, look at the chipset on the modem. Most likely the biggest chip in the middle, it will have a number on it, write that down, go to www.driverguide.com, user: drivers, password: all. Find the right driver. Get it unpacked and put on a Floppy or CD.
Now reinstall the modem, boot up computer, now from here you will have two choices depending on the driver file. If it's a driver with a Setup.exe file, then when computer sees the modem and goes to install it, Cancel and then run the Setup.exe. If it's just an .inf file or some files, then go through the install and point it to the driver disk.
Now provided this all went well, the modem should work. Now reinstall AOL and if the modem doesn't show up as a connection device, then all I can say is, Win ME blows!!!! Get 98SE running on that slow machine hehe.
Good luck......Hope this helps......

I used to work for Sympatico (until last november, when I quit cause I find that tech support shouldn't be selling crappy products that crashes pcs) about 95% of the calls are for broadband so I have very little rusty with dialup.
First thing I'd recommend you to do is find out what modem you have. Open the box and look at the card and find a model number and type that modem in google to see if it returns any result. If you don't get any result, I'd recommend you look at the software the came with your pc when you purchased it. And last thing you can do to find out what modem you have is to look at the bill (if all the components are listed on the bill). The reason is that, even though most dial up modem will work under Standard 56k modem, some will not. Also many times I've seen peripherals that are listed as "This device is working properly" when they do not work at all (and not even plugged in, in some instances!).
2nd thing, do you have another modem that you can try on that same pc? Does it work when you try to use another dialup "trial" package?
3rd thing, can you specify "When" you get that error? If you can list the steps you take until you get that error that MIGHT help.
Also you can go to www.modemhelp.net, this is where alot of the tech support people go to look for help. It lists errors and how to solve it (or what it means).
